Where will we see the first towns fully proving the concept of novel and disruptive infrastructures?

World cities have developed, hard-to-replace infrastructure and conservative planning policies, so where will we see the first town truly to prove the concept of novel and disruptive infrastructures?

Will policymakers in developed economies want to deploy disruptive technologies to try to revitalise and re-establish declining communities?  Will developing economies incentivise companies to set up infrastructure where planning policies make it easier to do so?  Or will the technologies feature first in developed metropolitan cities, where they can be more quickly monetised?
